NaUKMA is the first Ukrainian university taking part in the reformation of doctoral programs and creating the European higher education area by making academic degree standards more comparable and compatible throughout Europe according to Bologna process. The important step for NaUKMA was receiving grant and executing the project “Implementing the European Higher Education Area Third Cycle in Ukraine”.
This international project, supported by the European commission through the “TEMPUS/Tañis” program lasted from November 2006 to November 2007.
The main goal of the project was to study the European experience of creating and administering structured research programs (including taught curricula) of the so-called 3rd cycle of education — that is, programs that lead to the terminal academic degree, the doctorate (PhD) — in order to enable their eventual introduction in NaUKMA.
Basic stages of the project were:
Workings visits to the University of Pierre and Marie Curie (Paris, December 2006), The Autonomous University of Barcelona (Barcelona, September 2007), the University of Bergen (Bergen, September, 2007).
Participation in the “PhD Programs in Europe” Bologna seminar (Nice, December, 2007).
Participation in a briefing pertaining to the implementation of three cycle university education, organized by the European University Association (Brussels, June, 2007).
Organization and conduct of an international seminar at NaUKMA (April, 11–20, 2007). Seminar participants shared experiences from their own universities and countries regarding the creation and administration of doctoral programs. A common understanding of the mission of the third cycle of studies was achieved during this event.
Organization and conduct of an international conference at NaUKMA on “Implementing the European Higher Education Area Third Cycle (ÅÍÅÀ) in Ukraine” (November, 15–16, 2007). Experts from partner universities of France, Great Britain, Spain and Poland exchanged experience with the representatives of Ukrainian universities and discussed key issues regarding implementation of the third cycle education (PhD) in Ukraine.
Project participants presented their ideas on PhD programs in the form of informational-instructional material or conceptional positions, which were then published as “Doctoral Programs in Europe and Ukraine: International Conference Proceedings”.
This material and recommendations for implementation of the European higher education area third cycle in Ukraine were presented by NaUKMA to the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine, and the Higher Attestation Committee of Ukraine.
The Ministry of Education and Science of Ukraine approved the initiative of NaUKMA and has delegated responsibility for the establishment of Ukraine’s first Doctoral School to NaUKMA, and has tasked this institution with the implementation of European-model structured doctoral (PhD) programs beginning in September 2008.
